There are many ways of earning CPs sometimes when admins and mods are bored they'll give some out I guess for entertaining them or doing them favors like SAVing a team or pokemon. Other than that the following is without a doubt a better way to make them.

Join the Site - 100 CPs,

Beat the Gyms - 80 CPs.
Beat the Elite 4 - 40 CPs
Beat the Champion - 100 CPs

Post a Useful Guide - Max. 45 CPs. (can vary)
Sumbitting a unique moveset - Max 50 CPs (can vary)
Helping with Site Dex by writing a description - Max 50 CPs (can vary)

Participate in a Tournament - 5 cps
For every round you complete in a tournament - 10 CPs
Hosting a tournament - 200 CPs (after its over, if it doesn't finish you don't get them)

Winning a non-pokemon event/tourn - (determined by the person hosting Max. 100)
Hosting a non-pokemon event/tourn - 150 cps (after its over, if it doesn't finish you don't get them)

You can use these points in various ways. To buy pokemon at the market or for events that require CPs.

You can write a description for the site dex in the unique and creative movesets. Not smogon descriptions.
